It turns out the answer is very simple: Ice is blue. We think of it as clear or white because we encounter it when it's thin so the blue color is hard to see, or when it has bubbles or other surfaces that reflect white light, creating that snowy whiteness. But if you have enough ice, with few enough bubbles, then you can really see that blue color come through.
